Keynote 2: Fostering Governmental Support for OER Internationally

Abstract: In 2009 both UNESCO’s World Conference of Higher Education and its General Conference urged that awareness of the importance of OER for achieving global educational goals should be extended beyond the active groups of OER users and producers. The presentation will report on two joint projects that have been conducted by the Commonwealth of Learning and UNESCO with this aim. In 2010-2011, they ran nine workshops for educational decision makers in Africa and Asia and produced two documents: A Basic Guide to OER and Guidelines for OER in Higher Education. Their current project, Fostering Governmental Support for OER Internationally has three components: a survey of all governments about their policies and intentions regarding OER; the holding of regional policy forums, like this one for Europe, in all UNESCO regions; and the organisation of the World OER Congress in Paris in June 2012. The paper will include a summary of the responses to the survey received to date from countries in UNESCO’s Europe region.
